General Rules 一般規則

Rule 1: Athletes who reside in a country that has a Regional requirement must compete in a natural Regional in their country of residence before they can compete in a natural Pro Qualifier anywhere in the world.
ルール 1:リージョナル要件がある国に居住 (在留資格取得) している選手は、世界中のどのナチュラルプロクオリファイに出場する場合でも、その前に居住国のナチュラルリージョナルに出場する必要があります。

Rule 2: The following countries have a Regional requirement:
Australia, Belgium, China, France, Hungary, Japan, Malaysia, New Zealand, Portugal, South Korea, Spain, United Kingdom
*Note: Hong Kong (China) and Taiwan (China) also have a Regional requirement.
ルール 2: 次の国ではその国内で開催されるリージョナル大会への出場が必須です:
オーストラリア、ベルギー、中国、フランス、ハンガリー、日本、マレーシア、ニュージーランド、ポルトガル、韓国、スペイン、イギリス
※香港、台湾もリージョナル大会への出場が必須

Rule 3: Notwithstanding Rule 1, if a country has a Regional requirement but does not hold a natural Regional before a natural Pro Qualifier anywhere in the world, athletes may compete in a natural Pro Qualifier without satisfying their Regional requirement only if the natural Pro Qualifier is held before the first natural Regional in the athlete’s country of residence. When the first natural Regional is held in the athlete’s country of residence, athletes residing in that country must satisfy their Regional requirement before competing in any other natural Pro Qualifier anywhere in the world.
ルール 3: ルール 1に関わらず、リージョナル大会が必須でも、ナチュラルプロクオリファイの前までに居住の国にてナチュラルリージョナル大会が開催されない場合は、リージョナル大会に出場していなくても、ナチュラルプロクオリファイに出場することができます。ナチュラルプロクオリファイの前までに居住国でのナチュラルリージョナルが開催される場合は、ナチュラルリージョナル大会に出場しない限りナチュラルプロクオリファイに出場することはできません。

Rule 4: Athletes who reside in countries that do not have a Regional requirement may compete in a natural Pro Qualifier anywhere in the world.
ルール 4: リージョナル大会が必須ではない国に居住する選手は、世界中のどのナチュラルプロクオリファイにも出場することができます。

Rule 5: Athletes may not qualify for a natural Pro Qualifier by competing in an open Regional.
ルール 5:ナチュラルプロクオリファイへの出場資格はナチュラルリージョナルに出場すること。

Rule 6: Athletes may not qualify for an open Pro Qualifier by competing in a natural Regional.
ルール 6:ナチュラルリージョナル大会に出場しても、オープンプロクオリファイへの出場資格を得ることはできません。

Rule 7: If an Athlete qualifies for an IFBB PRO card at a natural Pro Qualifier contest and, before registering with the IFBB Professional League, competes in a Regional or Pro Qualifier contest or participates in a competition or event that is not sanctioned by the IFBB Professional League, the Athlete’s qualification to apply for the IFBB PRO card is canceled. Participation includes, but is not limited to, competing, judging, officiating, promoting, advertising (to include using one’s name and/or likeness) or otherwise endorsing a competition or event that is not sanctioned by the IFBB Professional League.
ルール 7: ナチュラル・プロ・クオリファイヤー大会でIFBBプロカードの資格を取った場合でも、IFBBプロリーグに登録する前に、IFBBが認定していない大会やイベントに関わった場合はプロカード申請資格は取り消されます。ここでの関わるというのは、大会に出場する、ジャッジやスタッフを務める、大会を宣伝・サポートする（名前や写真の使用も含む）など、IFBBプロリーグが認めていない大会やイベントに関わる全ての行為を指します。

Technical Rules

Rule 8: Doping control testing will include at a minimum of anabolic agents (S1), as well as diuretics and masking agents (S5).
ルール 8: 検査では最低限、以下の種類の薬物を対象とします:

  • アナボリック剤（S1）
  • 利尿剤、マスキング剤（S5）

Rule 9: Athletes using hormone or testosterone replacement therapy are not eligible to compete in NPCWW natural contests.
ルール 9:ホルモン補充療法（HRT）またはテストステロン補充療法（TRT）を受けている選手は、ナチュラル大会に出場する資格がありません。

Rule 10: Therapeutic use exemptions are not permitted for NPCWW natural contests.
ルール 10:ナチュラル大会では、医師の処方などによる治療目的の使用(TUE)も認められません。

Rule 11: The following minimum number of tests must be conducted:

  • natural Regional: overall winner in each open division
  • natural Pro Qualifier: top 2 in each open division overall

ルール 11: 次の最小数の検査が実施されます。

  • ナチュラルリージョナル: 各オープン部門のオーバーオール優勝者
  • ナチュラルプロクオリファイ:各オープン部門のオーバーオール上位2名

Rule 11A: If a division has less than five competitors, the winner must be tested.
ルール 11A: オープン部門の参加者が 5 人未満の場合は、優勝者が検査されます。

Rule 11B: First place cannot be awarded to a competitor who has not tested negative. The promoter may choose to test the top 2 in each open division overall at a natural Regional.
ルール 11B: 1位は、ドーピング検査で「陰性」が確認されていない選手には授与できません。
プロモーターは、ナチュラルリージョナル大会において、各オープンカテゴリーの上位2名に対して検査を実施することを選択できます。

Rule 12: At a natural Regional, the head judge has authority to test the second-place competitor in an open division overall.
ルール 12: ナチュラルリージョナル大会では、ヘッドジャッジはオープン部門のオーバーオールで 2 位の選手を検査対象とする権限を有します。

Rule 13: The contest organizer may conduct more than the required minimum number of tests provided:

  • The total number of tests to be conducted in each division is clearly indicated on the competitor entry form, and
  • NPCWW is given prior notice of the number of tests in each division that exceed the required minimum.

ルール 13: 大会主催者は以下の条件を満たせば、必要な最小数を超える検査を実施することができます。

  • 各部門で実施される検査の総数が選手のエントリーフォームに明記されており、
  • NPC Worldwide には、各部門の必要最小限を超える検査数が事前に通知されている。

Rule 14: The laboratory used for urinalysis must be pre-approved by NPCWW.
ルール 14: 検査機関は NPC Worldwideの事前承認を受けなければなりません。

Rule 15: Polygraph testing may be used instead of, or in combination with, urinalysis. Polygraph testing requires the prior approval of NPCWW.
ルール 15: ポリグラフ検査は、尿検査の代わりに、または尿検査と併用して実施される場合があります。ポリグラフ検査にはNPC Worldwideの事前承認が必要です。

Rule 16: Athletes must not have used any performance enhancing drugs within the three-year period before a polygraph examination.
ルール 16: ポリグラフ検査の3年前までの期間に、いかなるパフォーマンス向上薬も使用していてはいけません。

Rule 17: Blood testing may be approved by NPCWW on a case-by-case basis.
ルール 17: 血液検査は、NPCWWによって個別のケースごとに承認される場合があります。

Penalties 罰則

Rule 18: The penalties for a positive urinalysis or failed polygraph are as follows:

  • First offense: two-year suspension
  • Second offense: lifetime suspension

*The suspension is from all NPC, CPA, and NPCWW contests.
ルール 18: 尿検査で陽性反応が出た場合、またはポリグラフ検査に不合格となった場合の罰則は以下の通りです。

  • 1回目の違反:2年間の出場停止
  • 2回目の違反:無期限出場停止

※出場停止処分はNPC、CPA、NPCWWの全コンテストが対象となります。

Results Management 検査結果管理

Rule 19: NPCWW is responsible for results management (notifying the athlete of a positive urinalysis or failed polygraph and imposing the applicable suspension).
ルール 19: NPCWWは、検査結果の管理（尿検査陽性またはポリグラフ不合格の選手への通知および適用される出場停止の課税）を担当します。

Rule 20: The contest organizer must notify NPCWW immediately after receiving the results from the laboratory or polygraph examiner.

  • SUBMIT a copy of the laboratory or polygraph report for a positive urinalysis or failed polygraph.
  • DO NOT SUBMIT a copy of the laboratory or polygraph report for a negative urinalysis or passed polygraph. An email advising all athletes tested negative or passed the polygraph is sufficient.

*Processing of earned IFBB PRO cards cannot be completed until NPCWW is notified of the test results.
ルール 20: 大会主催者は、検査機関またはポリグラフ検査官から結果を受け取ったら、直ちにNPCWWに通知しなければなりません。

  • 尿検査で陽性反応が出た場合、またはポリグラフに不合格の場合は、検査報告書のコピーを提出してください。
  • 尿検査が陰性、またはポリグラフに合格した場合は、報告書のコピーを提出する必要はありません。全ての選手が陰性または合格であったことを知らせるメールで十分です。

※獲得したIFBB PROカードの処理は、NPCWWが検査結果を受領するまで完了できません。

Rule 21: Test results may be published at the discretion of the promoter. If published, only the following information shall be disclosed:

  • Contest name, city, country, date
  • Type of contest (Regional or Pro Qualifier)
  • Competitor number, division, class, and the words “DQ due to ADRV” (competitor names shall not be published)

ルール 21: 検査結果は、主催者の裁量により公表される場合があります。公表される場合、開示される情報は以下に限られます:

  • 大会名、大会開催都市、開催国、開催日
  • 大会の種類（リージョナルまたはプロ・クオリファイア）
  • 選手番号、カテゴリー、クラス、及び「ADRによる失格（DQ due to ADRV）」の表記（選手名は公表されません）

    • Rule 22: A polygraph failure will result in an immediate suspension.
    ルール 22: ポリグラフ検査で不合格となった場合、直ちに出場停止となります。

    Rule 23: Except for Rule 28, a urinalysis test will result in an automatic provisional suspension from the date of the test until the official results are received by NPCWW. If warranted, the provisional suspension will become a Rule 18 suspension.
    ルール 23: ルール28を除き、尿検査で陽性反応が出た場合、検査日からNPCWWが公式結果を受領するまで、自動的に仮出場停止となります。必要に応じて、この仮出場停止はルール18に基づく正式な出場停止に移行します。

    Rule 24: A positive urinalysis or failed polygraph will be recorded as follows:

    • If the failure occurred at a natural Regional, the competitor will be marked “DQ”. The second-place competitor will not be awarded first place unless this competitor was tested and returned a negative urinalysis or passed a polygraph.
    • If the failure occurred at a natural Pro Qualifier, the competitor will be marked “DQ”. The second-place competitor will be awarded first place provided this competitor was tested and returned a negative urinalysis or passed a polygraph.

    ルール 24: 尿検査で陽性反応が出た場合、またはポリグラフ検査に不合格となった場合の記録方法は以下の通りです:

    • リージョナル大会の場合、選手には「DQ」とマークされます。2 位の選手は、尿検査を受けて陰性の検査結果あるいはポリフラフ検査に合格が報告されない限り、1 位として表彰されません。
    • プロクオリファイの場合、選手には「DQ」のマークが付きます。 2 位の選手は、尿検査結果が陰性あるいはポリフラフ検査が合格であれば1 位が与えられます。

    Rule 25: Any and all awards that may have been presented to a competitor who is disqualified must be returned to the contest promoter without delay.
    ルール 25: 失格となった選手に授与された可能性のあるすべての賞は、遅滞なく大会主催者に返却しなければなりません。

    Rule 26: Failure to submit to testing, or tampering (or attempting to tamper) to alter the integrity and validity of collected samples, will result in the same penalties as a failed test.
    ルール 26: 検査への未受検、または採取サンプルの信頼性・有効性を損なう改ざん（あるいは改ざんを試みる行為）は、検査不合格と同じペナルティの対象となります。

    Rule 27: A positive urinalysis or a failed polygraph is not appealable.
    ルール 27:尿検査陽性またはポリグラフ不合格の結果は、異議申し立てできません。

    Back-to-Back Contests 連続開催

    Rule 28: If a natural Regional and a natural Pro Qualifier are back-to-back*, and if the test results from the natural Regional are not known before the natural Pro Qualifier, the athlete may compete in the natural Pro Qualifier under the following conditions:

    1. If the athlete fails the test from the natural Regional but does not fail the test from the natural Pro Qualifier, the athlete will be disqualified from both contests and will be suspended from the date of the natural Regional and in compliance with Rule 18.
    2. If the athlete does not fail the test from the natural Regional but fails the test from the natural Pro Qualifier, the athlete will be disqualified from the natural Pro Qualifier and will be suspended from the date of the natural Pro Qualifier and in compliance with Rule 18.
    3. If the athlete fails the test from the natural Regional and the natural Pro Qualifier, the athlete will be disqualified from both contests and will be suspended from the date of the natural Regional and in compliance with Rule 18.

    *The term “back-to-back” means two natural contests; the second of which is held before the test results from the first are known to the applicable Governing Authority.
    ルール 28:ナチュラル・リージョナル大会とナチュラル・プロ・クオリファイア大会が連続開催される場合*、ナチュラル・リージョナル大会の検査結果がナチュラル・プロ・クオリファイア大会前に判明していない場合でも、選手は以下の条件のもとでナチュラル・プロ・クオリファイア大会に出場することができます:

    1. 選手がナチュラル・リージョナル大会で検査に不合格となり、ナチュラル・プロ・クオリファイア大会では不合格とならなかった場合、選手は両大会から失格となり、ナチュラル・リージョナル大会の日付からルール18に基づく出場停止処分を受けます。
    2. 選手がナチュラル・リージョナル大会で検査に合格し、ナチュラル・プロ・クオリファイア大会で不合格となった場合、選手はナチュラル・プロ・クオリファイア大会から失格となり、ナチュラル・プロ・クオリファイア大会の日付からルール18に基づく出場停止処分を受けます。
    3. 選手がナチュラル・リージョナル大会およびナチュラル・プロ・クオリファイア大会の両方で不合格となった場合、選手は両大会から失格となり、ナチュラル・リージョナル大会の日付からルール18に基づく出場停止処分を受けます。

    ※「連続開催（back-to-back）」とは、2つのナチュラル大会が連続して開催され、後者の大会が前者の検査結果が該当する統括団体に知られる前に行われることを意味します。

    Pro Card Rules　プロカードルール

    Rule 29: Athletes who earn an IFBB PRO card at a natural Pro Qualifier may not compete in an IFBB PRO contest until the test results are received by NPCWW.
    ルール 29: ナチュラルプロクオリファイで IFBB PROカードを獲得した選手は、検査結果が検査機関に受領され、NPC Worldwideに報告されるまで、IFBB PRO コンテストに出場することはできません。
